Taiwan Grapples with Alleged Smuggling Scheme: Dental Clinic at the Center
Five Suspects Released on Bail in Connection with the Illegal Entry of Chinese Nationals

Taipei, Taiwan – In a case that has raised serious concerns about border security and the misuse of medical visas, five individuals suspected of orchestrating a scheme to smuggle over 600 Chinese nationals into Taiwan have been released on bail. The Taipei District Prosecutors Office announced the developments following the questioning of ten suspects, who allegedly used fake dental treatment plans to facilitate the illegal entries.
The primary suspect, surnamed Pan (潘), is accused of coordinating the scheme from a dental clinic in Taipei. Pan was granted bail of NT$1 million (approximately US$30,734). Other individuals implicated include Chen (陳), the clinic's chief executive officer, who was released on NT$300,000 bail, and Wang (王), a dentist, who received NT$200,000 bail.
An assistant at the Taipei clinic, Chang (張), and travel agency operator Hsiang (向) were each released on NT$100,000 bail. Prosecutors allege that Pan arranged the dental treatment plans, enabling Chinese nationals to obtain medical visas to enter Taiwan between December 2022 and May 2023, during a period when travel restrictions related to the COVID-19 pandemic were still in effect.
Once in Taiwan, the Chinese nationals allegedly engaged in a range of illicit activities, including prostitution, unauthorized work, and tourism. The dental clinic in question was reportedly associated with a program run by the Ministry of Health and Welfare, aimed at promoting the internationalization of Taiwan's medical services.
Investigators believe Pan worked in collaboration with Hsiang, who is accused of managing the logistical and document processing aspects of the scheme for the Chinese nationals. The investigation was a joint effort involving the Investigation Bureau of the Ministry of Justice, the National Immigration Agency, and specialized task forces in both Taipei and Tainan.
The released suspects are believed to have violated the Act Governing Relations between the People of the Taiwan Area and the Mainland Area, as well as provisions of Taiwan's Criminal Code related to document forgery.
